A master-planned city of 90,000 people
The City of Mission Viejo was incorporated on March 31, 1988, and its 2025 Census estimate is 90,484 people. The Mission Viejo Company began buying about 10,300 acres in 1963 and offered its first homes in late 1965, according to the city community profile. The master plan approved in 1965 set aside 52 percent for residential use and 29 percent for parks, open space and recreation.
That plan produced 34,043 housing units by 2014, mostly single-family homes. A homeowner base of 76.9 percent, the highest of the towns we serve, means most calls here come from owners who will rebuild their own walls and floors, and a smaller share come from tenants or HOAs.
Lake, creek and dam facts
Lake Mission Viejo is a 124-acre private lake with a maximum depth of 70 feet, owned by the Lake Mission Viejo Association. The Oso Creek Trail runs 5.5 miles through the city. The city Public Safety Element says four watercourses pass through parts of the city, that flood risk comes from a 100-year event or stream blockage and that the state inspects Upper Oso Reservoir Dam, El Toro Reservoir Dam and the Lake Mission Viejo Dam.
Slopes steeper than 30 percent are listed as a constraint on development, and steep slopes are landslide-prone. If heavy rain sends water into a lower level, a garage or a slope-side room, read about flood damage restoration and call the 24/7 line.
When water is spreading in Mission Viejo
Call the 24/7 line when water is still moving, when more than one room is wet or when sewage is involved. Same-day response is offered when available. The dispatcher will tell you what to shut off first.
Stop the source
Close the main water valve or the valve at the fixture. If the supply line is in a condo wall, tell the HOA so shared water can be shut off.
Power safety
Turn off power to wet rooms only if the panel is dry and you can reach it without standing in water. Call 911 or your utility for any electrical or gas risk.
Lift and photograph
Move small furniture and electronics out of the wet area and photograph every wet surface before anything is moved.
Keep people out
Keep children and pets out of any water that came from a toilet, drain or sewer, then call the 24/7 line for Mission Viejo.

The city public works page names Santa Margarita Water District, Moulton Niguel Water District and El Toro Water District as suppliers, and the neighborhoods served by each are not published on the pages we checked. Your water bill shows which district serves you, and that district is who to ask about shut-offs.
Permits for repairs
The city FAQ says California Building Code Section 105.1 requires a permit before constructing, altering, repairing, moving or demolishing a building, and for regulated electrical, gas, mechanical and plumbing work. Building Services is the right contact. Ask them whether your repair after drying needs a permit.
